Our business encompasses both transportation and land development projects for governmental agencies on the federal, state, county, and local municipality level. Our firm also serves private and public sector clients in Land Development.
We work in concert with Architects, Contractors, and Owner Representatives, providing all-inclusive Planning, Engineering and Landscape Architecture Services for retail, institutional, industrial, office and residential projects.

A Story of Growth and Innovation
Our firm was established in 1983 by Robert D. Connelly, P.E. and Marvin L. Wicker, P.E., to provide civil engineering services to developers and governmental agencies.
Mr. Connelly brought general civil engineering expertise, and Mr. Wicker had a wealth of utility design experience. Richard Welch joined the firm in 1985 and assumed the firm’s position of President in 1999. In 1996, Andrew Cummings was recruited to lead the transportation and municipal engineering practice.
We spent the early years of our firm growing our land development alongside our local and federal government business. In the 1990s, our government sector work grew to become a significant portion of the company’s business.
Some of our earliest clients included the U.S. Department of the Navy, the U.S. Army Corps of Engineers, the Florida Department of Transportation, the City of Jacksonville, and St. Johns County
Since the turn of the century, our next generation of leadership has continued to grow the company’s land development and governmental work. In 2008 William Hartland was recruited to lead and manage transportation projects. Justin Williams was recruited in 2013 to be a project manager and has been promoted to lead our land development team.
In 2024 Connelly & Wicker joined the PRIME AE team. Connelly & Wicker is continuing to deliver success to our clients with PRIME AE and we look forward to increasing our project diversity and opportunity for growth throughout the southeast.
